Building Tier 1 systems that prevent behavior problems

By the time a behavior reaches the office, the system has usually already failed the student several times upstream. Positive and proactive Tier 1 supports (P2BIS) are about getting upstream — building the everyday conditions that prevent most problems before they start.

Tier 1 is what every student experiences, every day

Strong Tier 1 systems make expectations clear, teach them like any other skill, and reinforce them consistently and warmly across every classroom and hallway. When Tier 1 is healthy, the vast majority of students never need anything more intensive.

The goal isn't more rules. It's more predictability, more connection, and fewer students slipping through the cracks.

Signs your Tier 1 needs attention

  • Expectations differ from room to room
  • Recognition is rare and correction is constant
  • The same handful of students cycle through the office

Invest in Tier 1 and the referrals, removals, and adult exhaustion all fall — because you stopped fighting fires and started preventing them.
