What is Tier 1 behavior support? PBIS and MTSS, explained

Learn · 8 min read · Updated July 5, 2026

Quick answer

Tier 1 behavior support is the universal layer of an MTSS framework: clear expectations explicitly taught, modeled, and warmly reinforced for 100% of students. PBIS — the most-studied version — is backed by over 200 studies including 35 randomized controlled trials, with implementation data showing large drops in office referrals and suspensions when schools reach fidelity.

  • MTSS organizes support in three tiers: Tier 1 for all (~80%+), Tier 2 targeted (~10–15%), Tier 3 intensive (~1–5%).
  • PBIS Tier 1 efficacy is supported by 200+ studies, including 35 randomized controlled trials.
  • Implementation reports show ~39% fewer office referrals over three years and ~25% fewer elementary suspensions at fidelity.
  • Only about half of schools reach the 80% Tier 1 fidelity benchmark in year one — fidelity is the whole game.
  • Tier 1 is not a token economy; rewards without taught expectations and data routines change nothing.

How do the MTSS tiers actually work?

A Multi-Tiered System of Supports (MTSS) organizes academic and behavioral help by intensity, matched to need through data:

  • Tier 1 — Universal (every student, every day). Three-to-five positively stated expectations ("Be Safe, Be Respectful, Be Responsible"), explicitly taught like academic content, modeled by adults, and reinforced consistently across classrooms, hallways, and the cafeteria. When Tier 1 is healthy, roughly 80% or more of students never need anything more.
  • Tier 2 — Targeted (~10–15%). Rapid-response supports like Check-In/Check-Out and small-group skill instruction for students who need more than universal support.
  • Tier 3 — Intensive (~1–5%). Individualized plans built from functional behavioral assessment, with a team that meets regularly.

PBIS (Positive Behavioral Interventions and Supports) is the most widely adopted behavioral MTSS — and the version we deliver, with a relationship-forward emphasis, in our Positive & Proactive Tier 1 Systems (P2BIS) program.

What results does the research support?

PBIS is one of the most-validated frameworks in education: more than 200 studies, including 35 randomized controlled trials, support Tier 1 efficacy (see the national PBIS technical assistance center at pbis.org).

Multi-year implementation reports compile equally concrete operational outcomes: roughly a 39% decrease in office discipline referrals over three years, a 25% reduction in elementary suspensions, a 28% drop in reported bullying, and measurable reading gains as instructional time is recovered. Staff-side data is just as striking — most PBIS teachers report higher job satisfaction, and schools log fewer teacher absences after implementation stabilizes.

One number deserves special attention: econometric modeling estimates roughly $4.50 returned for every $1 invested in PBIS, driven almost entirely by recovered administrative and instructional time.

If it works this well, why do so many rollouts fizzle?

Fidelity. The outcomes above belong to schools that implement the system as designed — and only about 52% of schools reach the 80% Tier 1 fidelity benchmark in their first year. The common shortcuts:

  • Token-economy thinking. Handing out tickets without explicitly teaching expectations or reviewing the data is decoration, not a system.
  • Turnover without onboarding. Lose 20% of staff a year without a PBIS onboarding protocol and the consistency that makes Tier 1 work dissolves.
  • Culturally unresponsive matrices. Behavioral definitions that ignore the community they serve punish cultural difference as misbehavior — the data will show it in subgroup referral disparities.

Signs your Tier 1 needs attention: expectations differ room to room, correction vastly outnumbers recognition, and the same handful of students cycle through the office. Our Tier 1 reset checklist turns those signals into a semester plan.

What data should a Tier 1 team actually watch?

Office discipline referrals (ODRs) analyzed by location, time of day, behavior type, and demographic subgroup — not just totals. The pattern tells you whether you have a student problem or a system problem (a referral spike at 11:40 in the cafeteria is a supervision-and-routines problem, not forty misbehaving kids). Mature teams add fidelity self-assessment (the Tiered Fidelity Inventory) and periodic universal screening so needs surface before crises.

Because Tier 1 is where belonging is built or broken, pair the behavior data with connection data — see how to measure school belonging. And remember the framework's relational heart: systems don't change outcomes — relationships do. The matrix defines the what; restorative practices supply the how.

Common questions

What's the difference between PBIS and MTSS? +

MTSS is the umbrella framework — tiered support for academics and behavior driven by data. PBIS is the behavioral application of MTSS. If MTSS is the operating system, PBIS is the behavior app running on it.

Is PBIS just rewarding kids for what they should already do? +

Done poorly, yes — that's the token-economy failure mode. Done well, PBIS is explicit instruction: expectations are taught, practiced, and reinforced exactly like academic skills, because expecting behavior you never taught isn't accountability, it's a trap.

How long does full implementation take? +

Plan on three years to stable fidelity: year one builds the team, matrix, and teaching routines; year two adds Tier 2 systems and data maturity; year three sustains through coaching and onboarding. Only about half of schools hit the fidelity benchmark in year one — the timeline is the norm, not a failure.
